Town Council Meeting February 1st

Last night’s Town Council meeting started with the Joint Meeting with the Barnstable School Committee for the purpose of interviewing the three candidates selected as finalists for the vacant position on the School Committee.  The candidates were:  Susanne Conley, Barbara Dunn, and Edith LaBran.  All three candidates were asked the same three questions and offered an opportunity to give a closing statement.  A unanimous vote of the School Committee and Town Council selected Barbara Dunn to serve.  Ms. Dunn will be sworn in for her official duties prior to the School Committee meeting on February 7th.  Town Council President Eric Steinhilber then recognized Town Clerk Ann Quirk on her Athenian Fellow designation. The Town Council then proceeded into public comment and Town Manager Communications.  Town Manager Mark Ells’ Communications included: updates on the FY19 budget process; recent discussions with the Massachusetts Department of Fish and Wildlife; the Intergovernmental Agreement for Communications, Dispatch and Operations with the Hyannis Fire Department has been signed; meeting with the Yarmouth Town Manager and staff regarding the Community Compact Cabinet grant regarding regional wastewater efforts;  the Town of Barnstable’s comments on the Vineyard Wind Environmental Notification Form (ENF) to the Massachusetts Environmental Policy Act (MEPA) office regarding their proposed wind farm project; as well as an article on the recycling market.   Town Council President Steinhilber took the New Business item the Joint Hearing with the Planning Board for Authorizing submission of Growth Incentive Zone designation application for Downtown Hyannis to Cape Cod Commission out of order to start the Orders of the Day.  After much public comment, the Planning Board voted to continue their hearing until Monday, February 12th and the Town Council voted to continue their hearing until Thursday, February 15th.  The Town Council then approved the three items under Old Business which included an Order to Amend Chapter 168 – Regulatory Agreement Districts Map to include Map 311 Parcel 092; an Amendment to Housing Committee Administrative Code Chapter 241 §17 was approved; and Appointments to the Old King’s Highway Historic District Commission, Shellfish Committee, Water Quality Advisory Committee and Zoning Board of Appeals.  New Business included A ratification of a vote taken on January 18, 2018, approving the Downtown Hyannis Housing Development (HD) Zone and HD Zone Plan for the Town of Barnstable approving the Housing Development Zone and Zone Plan for submission to the Department of Housing and Community Development and Authorization to accept and expend a Formula Grant in the amount of $124,596 from the Executive Office of Elder Affairs.  The Town Council voted to go into Executive Session under G.L. c.30A §21(a)(2), to conduct a strategy session in preparation for contract negotiations with a nonunion employee, Mark Ells.  The Town Council meets next on Thursday, February 15th at 7:00 PM.

 

Town Clerk Ann Quirk Receives Athenian Fellow Designation

The International Institute of Municipal Clerks (IIMC) informed Town Clerk Ann Quirk that she has fulfilled all of the requirements to become an Athenian Fellow.  The IIMC states, “The Athenians were leaders who invented the idea of political democracy, philosophy, logic and rhetoric.  They left the world enriched with their ideas.  The choice of Athenian in the title of the Leadership Society signals the value of this culture from 2,500 years ago.  To be an Athenian Fellow is to hold knowledge and the quest for knowledge in high esteem.  Municipal Clerks at their best exemplify Athenian values.”  Ann will be recognized for her efforts at the 2018 Annual Conference in May. During last night’s Town Council meeting, Town Council President Eric Steinhilber and Community Services Director Lynne Poyant recognized Ann and her achievement.  Congratulations, Ann!

 

Inside Barnstable Town Government Begins 25th Session

Town Manager Mark Ells joined Inside Barnstable Town Government for the first class of the 25th session on Tuesday night, January 30th.  Facilitators Sue French and Arthur Caiado are excited about this new group of students.  The academy is an 11-week commitment with the goal of educating the citizens of Barnstable about the operations of town government, while also obtaining valuable feedback and participation from those citizens participating in the Academy. The program is designed to advance understanding of and participation in civic affairs as well as to increase awareness of the challenges facing municipal government.

 

Town Manager Hearing on Sandy Neck Beach Park Regulations was held on Friday, February 2nd

Town Manager Mark Ells held a public hearing on proposed regulation changes to Sandy Neck Beach Park.  Marine & Environmental Affairs Director Dan Horn presided over the hearing and Sandy Neck Beach Park Manager Nina Coleman provided a summary and the rationale behind the proposed changes.  The proposed regulations can be viewed here. Mr. Ells has taken the information provided at the Fee Hearing under advisement and will look to make a determination in the near future.

Barnstable School Committee Initial Presentation of FY19 Budget– Wednesday, February 7th
The Barnstable School Committee will host their initial presentation on the FY19 Budget on Wednesday, February 7th at 7:00 PM.  The School Committee will meet at Barnstable Town Hall in the Hearing Room, 2nd Floor, Hyannis.

 

Town Manager Fee Hearing will be held on Tuesday, February 13th

A public hearing on changes to various, permits and program fees that will take effect July 1, 2018 for FY 2019 within the Town of Barnstable will be held on February 13th, 2018 at 10:00 a.m. in the New Town Hall Hearing Room, 2nd Floor, 367 Main Street, Hyannis, MA.  Information is available on the Town website or in the Town Managers Office from 8:30 a.m.  to 4:30 p.m., located at the Town Hall 2nd floor, 367 Main Street, Hyannis, MA.  Proposed fee changes are for: GIS, Parking Program, Solid Waste, Water Service, Water User, and Water Pollution Control Division.

 

RFP:  Disposition of Property Via Sale – Various Parcels of Municipal Property

The Director of Property and Risk Management for the Town of Barnstable on behalf of the Town Manager of the Town of Barnstable is selling various surplus parcels acquired through the foreclosure of Land through Land Court for the non-payment of taxes, Land of Low Value and gifts made in lieu of Foreclosure that are located throughout the Town of Barnstable.  This solicitation is being conducted in accordance with the provisions of Massachusetts General Laws, Chapter 30B, Section 16, and all sales must be strictly awarded in accordance with the requirements of the Request for Proposals regarding Real Property Transactions. A public session pre-response meeting will be held on February 28, 2018 at Barnstable Town Hall in the Hearing Room, 2nd. Congratulations to Mike Trapp, Barnstable High School graduate Class of 2006, who has won a spot on the U.S. Olympic Team! Mike will be competing in the men’s parallel giant slalom. Mike is the son-in-law of Barnstable’s Director of Golf Operations Bruce McIntyre.  We’ll be cheering Mike on when he competes in the Winter Games in Pyeongchang, South Korea this month!

Barnstable Police Department Announces New Public Information Officer

The Barnstable Police Department officially announces the appointment of Sgt. Eric Drifmeyer as the Public Information Officer (PIO) effective January 28, 2018. Sgt. Drifmeyer replaces long-time PIO, Sgt. Sean Sweeney, who recently retired after a 34+ year career with the police department.  Sgt. Drifmeyer has been a member of the Barnstable Police Department for 24 years, has served as a Field Training Officer, SWAT member, Assistant Director of the Citizens Police Academy, and the department Crime Analyst.  Sgt. Drifmeyer brings a variety of skill-sets to the PIO position, which will serve the Department well heading into the future.  The Barnstable Police Department remains committed to providing the community with timely and relevant information pertaining to major events, criminal investigations, and department-related news. Fiscal 2019 Budget Process:  Capital Improvement Plan Submission Review

Work continues on the Capital Improvement Plan submission review.  We will be holding meetings with various departments and divisions on their capital requests.  Each year through our Capital Trust Fund, Barnstable has been able to address a number of important capital programs.  This year, as we review more than 125 project submissions, we will be seeking to make decisions on projects which are the most needed and in the best financial interest of the Town. 

 

Exemption Applications Due in Assessor’s Office by April 2nd

FY2018 statutory exemption applications, including residential exemptions, are due in the Assessor’s office by Monday, April 2nd.  More information can be found on the Assessor’s page of the Town’s website.

 

Town of Barnstable Hyannis Main Street Vendor/Contractor Parking Permit

The Town of Barnstable recognizes vendors and contractors are a critical component to our community’s economy and quality of life. Therefore, starting January 1, 2018 daily parking permits will be available to qualifying vendors and contractors hired to service businesses and residents located on Main Street, Hyannis who need their vehicles in close proximity on the date of services rendered, parking beyond the 2-hour limitation on Main Street during the hours of 7:00 AM-7:00 PM Monday through Sunday.  Through an application process by the Parking Division, Vendor/Contractor parking permits are valid for one space per vehicle or trailer, for no more than five (5) calendar days per calendar month, and no more than three (3)  vendor/contractor parking permits per business or residency at any one time.  Applications must be submitted one business day prior to the date requested and payment of cash/check must be included with the application:

November 1st – March 31st                         $  5.00/day/space

April 1st – October 31st                                 $15.00/day/space

Call to artists for the 2018 Hyannis HyArts Artist Shanties
New this year, two locations! Bismore Park & Hyannis Harbor Overlook, corner of South and Ocean along the Walkway-to-the-Sea

The Town of Barnstable is currently accepting applications for artists and artisans interested in participating in the 2018 Hyannis HyArts Cultural District Artist Shanty program. Artist shanties are located in the Hyannis HyArts Cultural District, at Bismore Park, Ocean Street, Hyannis and NEW this season, three additional shanties at the Harbor Overlook, along the Walkway-to-the-Sea, at the corner of South and Ocean Street, overlooking Aselton Park, Hyannis.  Expansion of the Hyannis HyArts Artist Shanty program creates an additional opportunity to connect visitors walking from Main Street to the Harbor front with local artists.  And for artists and artisans it provides increased exposure and selling opportunities in affordable, highly visible studio space. Artists will be juried as applications are received and applications are accepted on a rolling basis for remaining spots for the 2018 season.  Spots are filled based on need and availability.  Applications can be downloaded from  www.ArtsBarnstable.com.  The Hyannis HyArts Artist Shanty Program began in 2005, as the first in a series of arts related strategies designed to provide opportunities and exposure for local artists; enliven the economic climate in downtown Hyannis; and to establish an important vibrant backdrop for year round residents and visitors. The shanties are open weekends May through mid-June and then seven days a week through Columbus Day in October.  The Harbor Overlook shanties will remain open weekends, October through December, 2018.  Work is handmade or hand crafted, and all artists are from Cape Cod.   A variety of work is represented including jewelry, paintings, photography, visual art, woodcarving, fiber arts, ceramics, rope work, glass work, literary art, mixed media, and more.   

 

A Reminder to Please Return Your Town Census

The Town of Barnstable has mailed out the Census/Voter/Street Listing forms.  By responding to the census, you are providing proof of your residency to protect your voting rights.  If all the information on your census is correct, simply sign the bottom of the census and send it back to the Town Clerk’s office.  Even if there are no changes you need to sign the form and send it back.  Make any and all corrections on the form.  You cannot register to vote on the census form. If anyone has been added to your household, just put their information down on one of the blank lines. Also, if someone has moved out of your household and is a voter – please provide their address, email or phone number so that the Town Clerk’s Office may contact them to obtain verification.  A voter cannot be removed without their verification; thus many people stay on the census for four (4) years until they can, by law, be removed.  If you have computer access you can go directly to the Secretary of State’s website and register on line at www.sec.state.ma.us.  Then click on “Elections and Voting” to register to vote; or come in to the Town Clerk’s office and spend a few minutes with us as we enter your voter registration into our computer.  The Town Clerk’s Office is always pleased to see and work with our residents.  For those residents who live part of the time here in Barnstable, and part of the time in a warmer climate, you fill out the census form using the following guidelines: 

ü  You are a Town of Barnstable resident if:

o   This is your permanent address

o   This is where are you registered to vote

o   On your Massachusetts driver’s license you have a Town of Barnstable address

Building Department Public Service Announcement

Re: Article VII Sign Regulations § 240-61 (N) Temporary Signs on Public Property

The Town of Barnstable Building Department would like to advise its citizens of a recent policy change concerning the existing temporary signs on public property ordinance.  The Department has reviewed and updated our guidelines as a result of the public’s expressed desire to maintain the quiet dignity and decorum of our memorial sites as well as to address safety concerns regarding motor vehicle traffic line of sight.  The revised policy includes restrictions on the number and placement of temporary signs on public property and a prohibition of temporary signs on memorial sites and traffic islands.  This revision was carefully and purposefully crafted to balance the need of the community to publicize special non-profit events while preserving the integrity of the memorial sites and to ensure traffic safety in each of the seven villages of Barnstable.  As always, applicants seeking to install signs on public property will need to register their event with the Building Department prior to placement of signage.  Forms are available online here or they may be obtained at the Building Department located at the 200 Main Street building.  The Sign Ordinance online link may be found here.  Staff is available to answer questions or to assist applicants with the registration process and can be reached at 508-862-4038.

 

Stay Informed during a Storm
In the event of a winter storm, the Town will re-activate the Storm Alert feature on our website.  The Department of Public Works will share actual road plowing activities.  Also available to residents is a storm information line that can be accessed by dialing 508-862-INFO (4636), which will be updated with the same information from the DPW.  Our Town’s social media site on Facebook and Twitter will also be updated during any storm event.  The 2018 Department of Public Works Snow and Ice Brochure has been updated. ROAD WORK UPDATES

As always, please slow down and use extreme caution when traveling through the road construction areas and follow posted safety signs.

ROAD WORK: National Grid Upgrading Natural Gas Main

National Grid and NEUCO continue their gas main replacement project. Improvements include marking of underground utilities, excavation of the street, and installation of a new gas main. Work will be ongoing, weather permitting. Their scheduled work along Route 6A between Allyn and Crocker Lanes in Barnstable Village will continue. Operations will start promptly at 7:00 AM and run until 4:30 PM Monday through Friday. 

Route 28 (Falmouth Road) at Bearse’s Way Continues

The Massachusetts Department of Transportation (MassDOT) will continue their roadway improvements for the “Route 28 Intersection Improvements at Bearse’s Way.” The project includes traffic signal and pedestrian improvements, constructing retaining walls and medians, and road widening. Traffic during construction operations will be delayed and motorists are advised to seek alternate routes to avoid the construction work.  Specific traffic detours will be communicated as the work progresses and as updated information becomes available. The work hours will be between the hours of 6:30 AM and 5:00 PM, Monday through Friday.

 

CONSTRUCTION PROJECTS

Osterville Bay School Demolition

The contractor has completed demolition operation and is in the process of demobilizing and removing equipment from the site.

Lombard Site (West Barnstable)

Work has slowed due to the freezing temperatures.  The contractor is installing underground drainage structures under the future parking areas.  The new press box has been installed.  The sidewalk path will be rough graded with stone dust as part of the sidewalk relocation. The public should be aware that there will be limited access and parking for the West Barnstable Community Building, as well as no access to Luke’s Love Playground, the ball field or the Old Selectmen’s Building for the duration of the project. The re-construction of the ball field, additional site improvements and the re-installation of Luke’s Love are expected to be completed in the Spring/Summer of 2018.

The Town of Barnstable’s Planning & Development Department provides one of two economic development resource tools for new business attraction and development. The newly re-designed Business Barnstable website and the Barnstable Business & Permitting Guide were created for companies and entrepreneurs interested in opening a business in Barnstable, the commercial hub of Cape Cod. The Business Barnstable website (www.BusinessBarnstable.com) provides an online comprehensive one-stop resource to assist with new business start-up or expansion, and sends a clear message that Barnstable is ‘Open for Business’. Sections within this easily-navigable site include: “The Barnstable Advantage”; “Business Development and Permitting”; and “Business Assistance and Resources” and contain links to key resources at the Town, State and Federal levels.  The Barnstable Business & Permitting Guide is a user-friendly printed reference publication to help small businesses looking to locate within Barnstable navigate through the municipal permitting, licensing and zoning process.  This interdepartmental collaboration answers many commonly asked questions when opening such businesses as retail, food establishments, service and office entities. Our citizen participation is exemplary and the Town Council appreciates each and every member who serves. Last Week’s Question:  Barnstable High School Graduate (Class of 2006) Mike Trapp will be competing in this year’s Olympics.  What sport is he competing in?  This question received quite a flurry of responses.  Ellen Walsh was the first person through with the correct answer - Mike Trapp will be competing in the men’s parallel giant slalom event at the 2018 Winter Olympics and we will be keeping you up-to-date on his quest in the coming weeks.
